You can go directly to the icloud.com/photos website, select your photos, click the Download button, and save them from the iCloud Library on your Windows PC or Mac.
How to Copy iCloud Photos on Windows PC?
If there are photos that can be backed up to iCloud on your iPhone or iPad, you can copy them to your Windows PC with iCloud for Windows.

Once you have saved the photos that you wish to transfer to your local drive, you need to send them to Google Photos and there are two ways to go about it.
Upload Photos through Web Browser
Open Google Chrome or any other web browser and go to photos.google.com. Drag the Photos folder from your desktop to the Google Photos website and they will load gradually.
Upload Photos through Google App
If you need to upload a large number of photos from your Windows or Mac PC to your Google Photos library, it is recommended that you use the Google Backup and Sync tool available for Windows and Mac OS.
Install the app, log in with your Google account, select the folders on your desktop that you want to backup and click Start to start the backup process.
If the name is backup and sync, this is definitely not a sync tool. So after uploading your photos to Google Photos you can delete them from local disk and they will not be deleted from your Google Photos.
